Preston Vision

Preston Vision is responsible for capitalising on the benefits that the Tithebarn regeneration Scheme will bring by attracting private and public sector investment and delivering a number of regeneration projects, including: Flag Market, Winckley Square and the city’s docklands.

Key Preston Vision Projects

  • The Tithebarn project reached outline planning application stage at the beginning of 2009 and a decision is expected in mid-2009. The plans include a 140,000 sq m retail and leisure complex, specialist food markets, restaurants, bars, a multi-screen cinema, a new bus station, extra car parking and up to 400 homes.
  • Preston’s two main squares - the 800-year-old Flag Market the and the Georgian Winckley Square - have both been the subject of architectural design competitions.
  • A planning application for the redevelopment of Winckley Square is in the pipeline and the plans should be submitted in mid-2009. The winning design - which includes a multi-jet feature, granite walkways and new lighting, as well as artwork to celebrate the distinctiveness of the Square - won the competition held in February 2008.
  • The winning design for the Flag Market - which includes a ring of trees around the Cenotaph and seven, 17-metre high electronic banners - was chosen in January 2009. The next stage is to have a public consultation on the plans once more detailed designs have been drawn up.
  • The potential of the city’s docklands is closer to being realised now that a technical solution to the long-standing water quality problem is under consideration.
